THE THIRD MEETING OF THE SCO HAS BEGUN ITS WORK IN BEIJING

The third meeting of the Shanghai Cooperation Organization has opened on 19th May in Beijing (China).

The representatives of the SCO Secretariat and other divisions, and also the scientific and expert community, diplomatic missions of the Member States, and observer countries of the organization have taken part in this meeting. Before the opening of the summit, its participants in a moment of silence paid tribute to the memory of victims of the powerful earthquake in southwestern China.

During the two-day session, some questions of development of SCO will be discussed:

  • Perspectives of development of the organization;
  • Cooperation of the Member states of the SCO in a sphere of security;
  • Cooperation in economic issues;
  • Active cooperation of the Member states in education projects;

The important theme is the strengthening of widespread cooperation of the Member States with the observer countries.

Usually the meeting of the SCO is held once a year. The first Constituent session of the organization took place on 22-23 May 2006 in Moscow (Russia). The second one took place on 15-16th June 2007 in Alma-Ata (Kazakhstan).

Cooperation, more formally speak is how the components of a system work together to achieve the global properties. In other words, individual components that appear to be “selfish” and independent work together to create a highly complex, greater-than-the-sum-of-its-parts system. Examples can be found all around us. The components in a cell work together to keep it living. Cells work together and communicate to produce multicellular organisms. Organisms form food chains and ecosystems. People form families, gangs, cities and nations. Neurons create thought and consciousness. Atoms cooperate in a simple way, by combining to make up molecules. Understanding the mechanisms that create cooperating agents in a system is one of the most important and least well understood phenomena in nature, though there has not been a lack of effort.
